It is a dietary supplement. The FDA statement says it is not intended to diagnose, treat, cure or prevent any disease (FDA, Using Dietary Supplements).
Nobody has tested whether healthy adults gain anything from these drops.

Would Sugar Defender do anything without diabetes?
Probably little. NIH notes that chromium did not change glucose in healthy people, and the printed chromium is only 0.7 mcg per mL (NIH ODS, Chromium).
Ginseng trials showed a small fasting drop of about 5.6 mg/dL, with no A1C change (Shishtar et al., PLoS One 2014).
